About Deb Yeagle, PMP, CPM, AM.APMP
Mrs. Deb Yeagle is a seasoned Business Development professional who brings experience from both industry and civil service sides of Federal Government contracting, with a background in both Operations (Program Management) and Business Development (BD) (Opportunity Identification and Qualification, Proposal Planning / Capture, Proposal Management, and Proposal Development). During her 10 year career in private industry, Mrs. Yeagle has held a wide variety of business development and operational leadership roles in the Defense, Intelligence, and Federal Civilian markets. Since working in the BD field and submitting her first winning proposal in 2009, Mrs. Yeagle has been responsible for over $5.3B in contract awards, with over $4.2B of those contracts being awarded since she founded Plan To Win, Inc. in November 2014.
She possesses a diverse understanding across a wide variety of Federal Government customers and mission sets, in environments including the Department of Defense (DoD) (U.S. Army, USAF, U.S. Navy, USMC, Other Agencies), the Intelligence Community (IC), Department of Homeland Security (DHS), Department of Veterans Affairs (VA), Department of State (DoS), Department of Energy, and Department of Treasury. She brings an understanding and approach to meet these customers' technical and management requirements for IT Services and Products; Training and Advisory Services; Counterterrorism; Homeland Defense; Engineering; Modeling & Simulation (M&S); Research and Development (R&D); Intelligence Analysis; Logistics; Program Management Support Services; and Strategic Communications, among others.
Prior to starting her own consulting business, Mrs. Yeagle served as Senior Capture Manager for the Business Development Department at A-T Solutions, Inc. (A-TS), now PAE, from November 2011 to November 2014, leading capture efforts for all major strategic business opportunities to support A-TS financial and global growth plans. While at A-TS, Mrs. Yeagle specialized in developing strategic capture campaigns for new customers in new markets.
Before joining A-TS, Mrs. Yeagle served as Director of the DC Metropolitan Region, DoD/Intel Programs, for Fulcrum IT Services, LLC from November 2009 to November 2011, and Director of Business Development for Solutions Made Simple, Inc. (SMSi), now The Boeing Company, from November 2007 to November 2009.
Previously, she served in DoD for over 25 years, including various leadership positions at the Joint Warfare Analysis Center (JWAC) and Naval Surface Warfare Center (NSWC), Dahlgren, Virginia. As a Department Head at JWAC, she supervised and led a workforce of over 300 civilian, military, and contractor employees. As JWAC Chief Information Officer (CIO), she prioritized and managed over 100 different IT projects spanning multiple portfolios, and was responsible for communications, networking, hardware systems availability, and information assurance.
Mrs. Yeagle earned a bachelor’s degree in computer science from James Madison University. She is Project Management Professional (PMP) certified by the Project Management Institute (PMI), received a Certified Project Master (CPM) certification from the Institute of Project Management (IPM), and is an accredited member of the Association of Proposal Management Professionals (APMP) with a Foundation Level Certification (AM.APMP). Mrs. Yeagle volunteers with SCORE Tampa Chapter as a Certified Mentor, with the Florida Small Business Development Center (SBDC) at the University of Central Florida (UCF) as an Advisory Board Council (ABC) Advisor, and with the Military Entrepreneur eMentor Community as an eMentor to support transitioning military and Veterans in starting successful businesses.
